This is a proposed regulation concerning the manufacture, trade and use of chemicals. The REACH directive requires that chemicals imported and produced in Europe must pass a comprehensive set of procedures, such as registration, evaluation, authorization and restriction, in order to better ensure the environmental and human safety through better and simpler identification of the chemical components. The directive mainly registration, assessment, authorization, restrictions and other major content. Any product must have a registration file stating the chemical composition and explain how the manufacturer uses the chemical and the toxicity assessment report. All information will be entered into a database under construction, managed by the European Chemicals Agency, a new EU institution in Helsinki, Finland. The agency will evaluate each file and if it is found that chemicals have an impact on human health or the environment, they may take more stringent measures. Depending on the assessment of several factors, chemicals may be banned or require approval before being used.
According to reports, different from the RoHS directive, REACH involves a much broader scope, in fact it will affect the mining and textile and garment, light industry, mechanical and electrical products in almost all industries and manufacturing processes. REACH requires manufacturers to register about 30,000 chemicals in each chemical composition - and to measure their potential harm to public health. REACH has established the concept that society should not introduce new materials, products or technologies if their potential hazards are not known.
Mechanical and electrical products has always been one of the most important foreign trade in Ningbo. As a downstream user of the chemical industry, none of the electromechanical enterprises that trade with Europe can be exempt from the REACH system.
Although REACH's regulatory requirements are complex, the requirements for SVHC in China are particularly significant for Chinese manufacturers or European importers. Substances that meet the requirements of Article 57 REACH are generally considered to be SVHCs. For substances of this SVHC category and subject to the following conditions, notification is required in accordance with Article 7 (2) of REACH: the substance has been included in the list of candidate substances which are subject to licensing (Annex XIV);
The substance is present in articles at a concentration greater than 0.1% by weight (W / W);
Each manufacturer or importer annually produces or imports more than 1 tonne of the substance in its articles;
The substance has not been registered for this purpose.
Once a substance is said to meet the above conditions, it will be classified as a SVHC substance, so the list of SVHC substances will continue to be updated
